Bush President of the United States of America The White House Washington, D.C. 20500 Dear President Bush: I want to add my name to those supporting the inclusion of assistance for Israel in the supplemental appropriations bill that you may soon submit to Congress. The Israeli economy is currently in a deep recession, and as a result of the Palestinian terrorist campaign, the Israeli tourism industry has lost $2 billion per year, or 2 percent of GDP. Israel is facing a third year of negative economic growth, and per capita GDP has shrank by 6 percent in the past twp years. Furthermore, Israel has incurred substantial defense and security costs as a direct result of instability in the region and continued threats from the surrounding nations. Israel has increased the activities of its military reserves by 400 percent and has boosted the readiness of its Air Force operations by almost I00 percent. In order to meet all of theae threats, Israel's defense burden has increased from 84 percent of GDP to 10.2 percent, a figure more than three times what the United Statea spends on defense. The Israeli request for $8 billion in loan guarantees and $4 billion in supplemental military aid over a seven year period is a low risk investment in the safety and security of our closest ally in the Middle Fast. Approving the assiatmace pkage would display to the Irraeli people our continued commitment to the strength and prosperity of their nation. With warm regards, I remain II? Eleven peo- ple were killed and dozens of oth- ers wounded in the March 9, 2002, attack on the trendy central Jerusalem care. The bombing was carried out by an east Jerusalem-based Hamas terror cell whose members were sentenced to multiple life terms earlier this year for carrying out a series of attacks in Israel. "But at the same time," the for- mer Jerusalem mayor told them, "we must continue to live with these painful memories and never- ending longings.., we cannot let [the terrorists] murder both them and us." As the crowd of tearful mourn- ers clutched photographs and newspaper clippings of their loved ones, speaker after speaker recalled that infamous Saturday night the attack took place.
